Other than updating it to use Apartment Life code, this is as SimModder (MTS2) envisioned it.  I've tried Pescado's Harder Jobs.  I really didn't notice any difference with what EA had.  This one, the difference if noticeable.  Besides harder to get promotions, the bonus when you get one is smaller.

This might be a dumb question, but does this work with Custom Careers too? (If not, is this something I can tweak in the Custom Career via SimPE?)

You'll probably want to set those two mods ups so TJ's loads last.  In doing so if the sims and pets are being promoted as quickly as they were without my mod, let me know and I'll figure out something for a merging of the two mods.
